New curtain and blind cord safety standard Loose curtain and blind cords, especially those with loops, are a fatal strangulation hazard for children. 

From 1 December 2025, all internal window coverings with cords in rental properties must: 
avoid loose or low-hanging cords:  secure loose or low-hanging curtain and blind cords so they can’t form a loop  
have safety devices:  install a tensioning device (also known as a cord guide, cord holder or cleat) to hold the cord tight against the wall.
